a = first dog
b = 2nd dog

a = 5 ft
a = 4/5(b)

5 = 4/5b
5/(4/5) = b
5 * 5/4 = b
25/4 = b
6 1/4 = b....ur second dog (b) = 6 1/4 ft or 6.25 ft
