Answer:

Stone does not have organic matter in it to burn in presence of air. Hence, it is a non combustible.

Rocks are quite bundled up together. Hence, they are very difficult to get mixed together.

because stone is not have any holes to in the heat inside the stone and the water is dont have oxygen thats why the fire is not allowed to water

you need the heat oxygen and fuel to made a fire
