The answer is False

The theory of cultural relativism states that every person should be understood and judged from the basis of their own criteria instead of evaluating their behavior on a culture that is alien to them.

The theory was established on the works of Franz Boas which was based upon a notion that all culture is relevant and civilization is not absolute.

However, that does not mean there cannot be cross-cultural disagreements. The idea is to understand those disagreements from various view points.
