One motive the U.S. government provided subsidies to railroad companies in the 1800's was to convey the idea to the money men and the bankers that investing in railroads was well worth to increase their money and helping the country,.

The U.S. government wanted to buy a railroad system across America but they needed more money to fund it. The Government had to issue land grants to make this possible.
