Adding a zero would not do anything after a decimal because 1 is the tenth, and adding a zero will still make it 3 wholes and 1 tenth....0 hundredths.

That is why 3.1 = 3.10

Answer:

3.1 = 3.10 because adding zero (0) in decimal number at the right most side doesn't affect the number as the same way adding zero at the left most side of a number doesn't affect the number.

Also, 3 and 1 ones are the same as 3 and 10 tenths.
